Dear Dr. NAACLS,
My university is planning to begin a phlebotomy certificate program and admit
the first students in Fall 2004. We intend to become a NAACLS approved program,
and we already have accredited CLT/MLT and CLS/MT programs. I have a couple of
questions.

Congratulations on your new endeavors! You can begin the application process at
any time, but there are two considerations you would want to address:
The first consideration is protecting your students with "Serious Applicant
Approval Status." This is a special status awarded to programs beginning their
process of approval, and this status means that NAACLS treats your students as
students of an approved program. Reaching this status requires submission of
three copies of the Self-Study Report, a positive preliminary review of the
Self-Study by committee members, and payment of the application fee of $200.
Second, you need to be aware that Serious Applicant Approval Status lasts a
maximum of 12 months. As a result, your program would typically be placed on the
next cycle of reviews - there is usually a six-month to one-year period between
achieving Serious Applicant Approval Status and review by the NAACLS Board of
Directors. Typically, by the time a program is being reviewed by the NAACLS
Board of Directors, there are students in the program.
Since you are a program director for an accredited program, no doubt you have
noticed that there are differences between approval programs and accredited
programs. In accreditation, a separate report, called the Preliminary Report, is
required, and is the basis of the preliminary review - and the Self-Study is
ONLY accepted by the NAACLS office after a positive preliminary review. In
addition, the maximum period an accredited program can remain on Serious
Applicant Status is 18 months, and the period between achieving Serious
Applicant Approval Status sand review by the NAACLS Board of Directors is
extended due to the need to schedule a site visit. Finally, the application fee
for accredited programs is $600.
