NAACLS Reviews Serious Applicant Status for Approved Programs
by Susan E. Phelan, MHS, MT(ASCP)
Chairman, Programs Approval Review Committee

Last January, the Programs Approval Review Committee (PARC) reviewed the process for attaining Serious Applicant (Approval) Status. Of particular concern was the lengthy time frame for attaining Serious Applicant (Approval) Status and the detail of the preliminary review. In an effort to be more responsive to initial programs, the PARC opted to modify the process.

The new process still includes the initial interest (CEO) letter and the application. However, rather than asking for three copies of the Self-Study, initial approval applicants are now asked for four copies of the Self-Study. One of these is sent to the Serious Applicant Reviewer, two are sent to the Paper Reviewers (one each to two reviewers), and one is kept at the NAACLS office as a reference copy. Through the simultaneous review for Serious Applicant (Approval) Status and the Paper Review, the quality and timeliness of the process is enhanced.

Process for Granting of Serious Applicant (Approval) Status

  1. NAACLS receives the CEO letter and sends packet of information to the program.
  2. NAACLS receives Application.
  3. NAACLS receives four copies of the Self-Study.
  4. NAACLS sends the Self-Study and a Paper Review Form to Readers, and the Self-Study and Serious Applicant Review Form to a member of the committee designated by the Chair to review for serious applicant status. At this time, NAACLS invoices the program for the application fee.
  5. NAACLS receives the Application Fee.
  6. The Serious Applicant Reviewer assesses whether or not the program qualifies for committee approval for Serious Applicant Status. In order to qualify, the program must submit a Self-Study Report that documents:
    1. the required criteria for a sponsoring institution.
    2. all annually reviewed and signed affiliation agreements.
    3. clinical experience of at least 100 hours.
    4. competencies that are cross referenced to the program objectives.
    5. a qualified program director.
  7. NAACLS receives a Satisfactory Serious Applicant Review Form (within two weeks)from the serious applicant reviewer.
    1. If unsatisfactory, the program and readers are contacted regarding the possibility of additional documentation that addresses the issues identified. If the criteria are not met, the program is notified and the application and Self-Study Report processes must be repeated. A second application fee is required.
    2. If satisfactory, the readers are contacted to continue the review process.
  8. When notified by the readers that the review is satisfactory, NAACLS grants Serious Applicant Status. The sponsoring institution is informed and the status is made public.

The PARC also extended the amount of time that a program can be a Serious Applicant (Approval) to nine months. Please note that four copies of the self-study are requested for initial programs instead of three.

If you have any questions on this process, please contact the NAACLS office.
