Volume 62 - Winter 1996

President's report
by Cynthia Wells, EdD, CLS(NCA), MT(ASCP)
President, Board of Directors

At its September meeting, the governing body of NAACLS took numerous actions that will move NAACLS into the future. Among these were adopting new Essentials and Bylaws, establishing a task force on consortia, establishing an approval process for laboratory assistant programs, changing the definition of inactive program status and changing the definition of grandfathering relative to program director qualifications. I will review some of these changes in this column and others are described in longer articles.

Changes to the Bylaws were the last transitional steps to NAACLS becoming an independent agency. The Review Board is now called the Board of Directors and the chairman and vice chairman are now called president and vice president. The new terms reflect the fact that NAACLS makes its accreditation and approval decisions without review by an outside group or organization.

The second significant action was the adoption of new Essentials for accredited programs. By unanimous vote, the board adopted Essentials for Accredited Programs for Clinical Laboratory Scientist/Medical Technologist, Clinical Laboratory Technician/Medical Laboratory Technician, Histotechnician/Histotechnologist, and Pathologists' Assistant Programs. Thanks to each of you who participated in the review process. We hope that you will find the updated versions of the CLS/MT, CLT/MLT and HT/HTL easier to follow and reflective of changes in the field and future trends. The inclusion of the CLS and CLT in the documents was done to respond to changes in the field and to support our programs that have changed their names and titles. We will use the newer and older designations (e. g. , CLS/MT) in alphabetical order to describe our programs. Elsewhere in this newsletter is a series of articles that explain in detail the new look and content of the Essentials.

We are very pleased to announce the adoption of the Pathologists' Assistant Essentials. The collaborative efforts of several organizations have made these Essentials a reality. With NAACLS, the American Association of Pathologists' Assistants and the American Society of Clinical Pathologists were key players in the development of Essentials that describe current practice in the field and necessary educational components. The review committee is busy developing the necessary documents to complete the process. We expect to accredit the first programs in the growing field in 1996.

Another action by the board resulted in the establishment of a program approval process for laboratory assistants. Be sure to read the article by Diana Mass to learn about this exciting venture.

With the changes in health care and their effect on programs, we have received many questions about consortia. The board established a task force to look at the concept and to develop a definition, policies and procedures, and a recommendation of fee schedules. A program director, currently active in a consortium, will be selected to work with this task force.

Recently, NAACLS has received questions about textbooks and workshop brochures (not sponsored by NAACLS) which claim that the use of the materials and procedures or attendance at the workshops meet NAACLS requirements. These claims are made by the authors and NAACLS does not endorse the manuals or workshops and the use of the manual or workshop information does not ensure compliance. Programs should exercise caution in adopted materials carte blanche or assuming that workshop attendance will result in compliance with NAACLS Essentials, policies or procedures.

Our petition to the Department for Education for renewed recognition was submitted to meet the November 1, 1995 deadline. The self-study will be reviewed in the near future. Results of this analysis will be reviewed by the national advisory committee in the spring.

It is time to begin soliciting nominations for vacant positions on the NAACLS Board of Directors and its programs review committees. Please review the vacancy chart and submit your name if you are interested.

Thanks to those of you who responded to our call for volunteers as site visitors and paper reviewers. The strength of NAACLS comes from the dedicated individuals who are willing to work for the betterment of education in the clinical laboratory sciences.
