A celebration of 25 years of NAACLS service to higher education took place on September 25th in conjunction with the annual face-to-face meeting of the Board of Directors. The afternoon symposium (discussed in the President's report) sparked much discussion that evening. It also carried through into the next day's Board of Directors' meeting, which involved an update of the Strategic Plan.

It is clear that the Board must carefully plan for the future, a future that was described in many varied and exciting ways during the course of the symposium. A need to emphasize continuous quality improvement on the part of programs was seen by the Board to be a paramount issue.

Although NAACLS accreditation and approval have always had an underlying philosophy of program improvement over time, the Self-Study Report and site visit have largely been viewed as a "snapshot in time. " Such a view differs from that encouraged by recognition bodies such as USDE and CHEA as well as from other accrediting agencies. These entities stress program improvement over time as the major overall goal of accreditation.

There was open discussion about the need to provide programs with thoughtful analysis to assist in finding approaches and solutions to program improvement. It was noted, however, that in efforts to be helpful, volunteers must distinguish between what is required for accreditation and what is recommended for improvement.

At this September Board of Directors meeting, it was confirmed that more emphasis should be placed on the efforts of programs to improve, and not merely to meet minimum standards. As a result, paper reviewers, site visitors, and review committees will be looking carefully at any previous violations of Essentials and Standards to be sure that they have been appropriately addressed and that improvement has been demonstrated.

In conjunction with this emphasis, it is hoped that the process of accreditation may become more closely tied to the cycles and improvement efforts of the institution within which the program resides. This may require a more thoughtful (but less voluminous) self-assessment on the part of program faculty. It will also require additional sensitivity to program rights and responsibilities on the part of site visitors and recognition that teaching and learning, not accreditation status, are the primary purposes of institutions and programs.
