Olive Kimball NAACLS Board Votes to Reduce Program Fees

The trends toward program closures continue, although more slowly than in previous years. Sensitive to the uncertain climate of the laboratory, the NAACLS Board of Directors continues to search for ways to accommodate the changing needs of programs. In an effort to decrease redundancy in agency documents and cognizant of the financial constraints of programs, the Board has worked toward simplification of processes and reduction of fees wherever possible. Examples of the former include the streamlining of various forms and guides plus increased use of electronic transmission of information. Examples of the latter include capping the cost of affiliate fees and reducing the annual fee for inactive programs.

As a result of continuing efforts to streamline the agency's processes, annual fees have not increased since 1995. At the October 1999 meeting of the Board, a task force was charged to review fees and bring recommendations to the April 2000 meeting. Several proposals were under consideration by the task force.

Fees for Articulated CLS/MT and CLT/MLT Programs

One recommendation brought to the Board related to fostering career ladder programs within an institution. The process for reaccreditation of articulated CLS/MT and CLT/MLT within the same institution was recommended for a major change in process as well as a reduction of fees. The Board approved the recommendations for immediate implementation.

In the case where the CLS/MT and CLT/MLT programs are within the same institution, only one completed self-study will be expected. It would contain information for both programs. In this case, the NAACLS office would assign one Paper Reviewer to review the entire document.

One site visit would be scheduled with one team coordinator and at least one other team member. The Site Visit Report would be merged into a single report. At the review committee level, one pair of readers would review documents and submit necessary motions.

As long as the career ladder remains in place, the institution would pay the full annual fee for one program and 50 percent of the annual fee for the second.

Eligibility criteria for consideration as an articulated program include:

  1. The programs are designated as career ladder programs with at least 75 percent overlap.
  2. The programs are housed in the same academic unit with the same faculty.
  3. The programs are both reviewed by the same review committee and are being reviewed simultaneously.

Clinical Assistant Fee Changes

Another recommendation brought to the Board and approved for immediate implementation was a reduction of annual fees for clinical assistant programs. For programs with up to three modules and the core, the annual fee was reduced from $1250 to $800. With more than three modules the fee was reduced from $1500 to $1100. Other fees remained the same.

The reduction in annual fees for clinical assistant programs was a result of further streamlining the approval process, which allowed the Board to pass along the savings to the programs. It is hoped that the reduction will facilitate the approval of programs having very limited financial support.

Importance of Fees

Payment of required fees is never viewed favorably, whether it is for accreditation, or membership in a professional organization, or even membership in a health club. However, it is through fees that most agencies finance the accreditation process, whether they are a part of a large professional organization or independent as is NAACLS.

The NAACLS fees are considerably below those of many other agencies. Examples of fees in the five-figure category include an initial fee of $10, 000 for a physical therapist assistant program and an advance of $10, 000 for a site visit to a business school. We at NAACLS will continue to review both the costs of agency operation and the fees that make the operation possible.
