Definitions and Qualifications for Acting, Interim, and Special Program Directors for CLS/MT and CLT/MLT Programs

At its April 6, 2000 meeting, the Board of Directors approved revised definitions and qualifications for program directors of accredited Clinical Laboratory Scientist/Medical Technologist and Clinical Laboratory Technician/Medical Laboratory Technician Programs. A new category, Special Program Director and Consultant, gives programs an additional option in filling a vacancy during the search process for a qualified program director while insuring that a program remains in compliance with the NAACLS Essentials.

To be in compliance with the NAACLS Essentials, a program must have a qualified program director. The program director must be responsible for the organization, administration, periodic review, planning, development, and assessment of general effectiveness of the program. The program director must have input into budget preparation.

Qualifications

The program director must be a clinical laboratory scientist/medical technologist who holds nationally recognized certification and who has a master's degree or doctoral degree and three years of experience in clinical laboratory science/medical technology education. This includes teaching courses, conducting and supervising clinical laboratory learning experiences, evaluating student achievement, providing input into curriculum development, policy and procedure formulation, and evaluation of program effectiveness. The program director shall have knowledge of educational methods and current accreditation and certification procedures.

Programs are required to notify NAACLS of changes in program directors within 30 days.

While recognizing that the search process for a qualified program director is time consuming, the following options are available to programs when there is a departure of a qualified program director:

Acting Program Director

Approved for a maximum of one year. Acting Program Director status may be considered by NAACLS when a program identifies someone to be Program Director who lacks one or more of the required qualifications, but will have attained these qualifications, including a master's degree, within one calendar year. This person must be a nationally certified clinical laboratory scientist/medical technologist with at least two years of laboratory and education experience in an appropriate level clinical laboratory science program. Under this option, the following items must be submitted:

  1. Position Change Form for the Acting Program Director.
  2. A brief narrative that gives the reason for requesting Acting Program Director status.
  3. A brief narrative describing the plan for fulfillment of qualifications.

Interim Program Director

Approved for a maximum of one year. Interim Program Director status may be considered by NAACLS where there is a sudden departure of the previous program director in order to provide time for a program to complete the search process for a qualified program director. The Interim Program Director must be a nationally certified medical technologist/clinical laboratory scientist with a master's degree and three years of laboratory and education experience in an appropriate clinical laboratory science program. Under this option, the following items must be submitted:

  1. Position Change Form for the Interim Program Director.
  2. A brief narrative that gives the reason for requesting Interim Program Director status.

Special Program Director With a Consultant

Approved for a maximum of one year. Special Program Director status may be considered by NAACLS when there is a sudden departure of the program director and there is no qualified person to serve as Interim Program Director during the search process. The person appointed Special Program Director must have national certification as a medical technologist/ clinical laboratory scientist with at least one-year of laboratory or education experience in an appropriate level clinical laboratory science program.

When Special Program Director status is requested, a consultant must be appointed by the program and be approved by NAACLS. The consultant must meet all of the qualifications (certification and years of experience) of the program director as defined by the Essentials. The consultant must be on-site at least once a month and in touch with the Special Program Director more often, as necessary. Under this option, the following items must be submitted:

  1. Position Change Forms for both the Special Program Director and for the Consultant.
  2. A brief narrative that gives the reason for requesting Special Program Director status.
