Standard #1
Continuing Cause for Compliance Concerns

During each accreditation cycle (Winter/Summer), the Quality Assurance Committee of the NAACLS Board of Directors examines all of the citations made for those reviewed CLS/MT, CLT/MLT, and HT/HTL Programs to insure consistency and fairness. One of the most frequently identified concerns for all programs is the number of citations that are related to Standard #1 (2001 Standards)/Essential #1 (1995 Essentials).

Examine the differences between critical components of Essential #1 and Standard #1 shown below:

1995: Essential 1
In programs in which the education is provided by two or more institutions, responsibilities of the sponsoring institution and of each affiliate for program administration, instruction, and supervision must be described in writing and signed by both parties. Each current agreement with written documentation of annual review must address the following items:

B. Specific

  1. Supervisory responsibilities for the students
  2. Student professional liability coverage
  3. Student health and safety policies
  4. Provision for renewal
  5. Documented annual review to assure provisions of the agreement are current
  6. Termination clause providing for program completion of enrolled students


2001: Standard 1
In programs in which the education is provided by two or more institutions, responsibilities of the sponsoring institution and each affiliate for program administration, instruction, and supervision must be described in writing and signed by both parties. All provisions of the agreement must be active with written documentation of the following items:

B. Specific:

  1. Supervisory responsibilities for the students
  2. Student professional liability coverage
  3. Student health and safety policies
  4. Provision for renewal
  5. Termination clause providing for program completion of enrolled students.
The major change is that "annual review documentation" is no longer a requirement. With this change, the emphasis has shifted by stipulating a current, signed (by all parties) document which includes all previously identified components and a new provision for renewal of the agreement.

Accredited programs, at their discretion, may elect to have variable year agreements. The only requirement is that it must be a current, signed document and that it includes the specific criteria as listed in the Standard. A program may elect to contract with a potential affiliate:

  • for a single year;
  • for multiple years (2, 3, 4, or more);
  • a mutually agreed upon time span;
    or
  • for a contract that automatically
  • renews each year unless either of the parties elects not to continue the agreement as stipulated.

    In the latter circumstances, it would be prudent for each party to jointly agree to continuation, particularly if/when the program curriculum changes or any other major alteration in administration and/or direction of the program occurs. This could be documented by a simple statement of agreement that is initialed/signed by the participants: Program Director and Laboratory Manager/Coordinator or other individual(s) so designated.

    The NAACLS Board of Directors recognizes that affiliation agreements/contracts may be difficult to negotiate and time consuming in their progress through legal and administrative channels. These changes in the Standards were intended to alleviate the recurrent problems and delays that frequently are causes for citations during the accreditation review.

    It is important to maintain a current, signed agreement which clearly states the critical criteria for affiliation that provides protection to all parties, especially the student. This is the foundation for any program which utilizes supportive institutions to participate in the educational process of all clinical laboratory science students.
