PARC Report

The Programs Approval Review Committee (PARC) recently held its Winter 2006
committee meeting. Members have been working on several projects that will
provide programs with new options as they begin to prepare Self-Study Reports
for program approval review.
A merged Self-Study pilot project is under way which could favorably impact
program directors who administer both Phlebotomy (PBT) and Clinical Laboratory
Science (CLS) or Clinical Laboratory Technician (CLT) programs. If the outcome
of the pilot project is favorable, the opportunity for program directors to
submit a combined Self-Study Report for these program areas would be offered by
NAACLS. The combined Self-Study option requires that the program be both located
within the same institution and administered by a common program director.
Because CLS/CLT programs require a site visit during the accreditation review,
the PBT program would be reviewed at the same time. Currently, CLS/CLT programs
are given a five to seven-year accreditation award. PBT programs receive a four
year award. PARC will be examining a mechanism for bringing the award cycles in
sync for programs that select the merged Self-Study and review option.
The committee has developed or is in the process of developing tools to assist
PBT programs with documentation required during the Self-Study process. Standard
8 addresses the physical resources of the program in didactic and laboratory as
well as clinical areas. By summer 2006 the committee will make available to
programs a checklist to assist in the documentation of equipment and supplies in
both teaching laboratories and at clinical sites. Standard 9B requires that
programs document the type and variety of experiences available to students in
the curriculum. A revised clinical facility fact sheet was completed during the
Summer 2005 meeting to assist programs in documenting information appropriate
for program approval review. As these tools are completed they will be available
on the NAACLS website. Use of these tools is optional for program directors.
PARC members are also currently systematically reviewing the Standards for both
Phlebotomy (PBT) and Clinical Assistant (CA) programs. The committee's goal is
to bring the format of Standards into line with other NAACLS accredited programs
and to update the content of the Standards where appropriate. Members will be
examining the Program Approval Guides for PBT and CA as well as the Self-Study
checklist in an effort to bring these documents further in line with one
another. Plans are to complete this review by the Summer 2006 meeting and send
recommendations to the Board of Directors in Fall 2006. If changes are
substantive, a public comment period will follow.
Many program directors who administer programs that fall in the approval
category have asked that an online educational opportunity be made available to
assist new program directors with the self-study process. An educational
subcommittee has been formed to assess options for making an internet-based
resource available to programs.
PARC would like to thank program directors who take the time to provide feedback
to the NAACLS staff and committee members by completing the evaluation that is
sent to programs after completion of the program approval review. Program
director comments provide valuable information to committee members and are a
source of project ideas for the committee.
