Dr. Olive Kimball Completes 13 Years at NAACLS

Olive Kimball, PhD, EdD, completes 13 stellar years as Executive Director and then Chief Executive Officer of NAACLS with plans to enjoy some well deserved time off to travel and pursue her other personal interests.

When Dr. Kimball came to NAACLS in 1993, there had been a $40K and a $60K deficit for the previous two years. By 1995, there was no deficit and funds were added to reserves. Total assets grew from $375,000 to $1,270,000 in 2005. This extraordinary change was accomplished through reduction in staffing, increased efficiency, reduction in time and costs required for teleconferences, establishment of an investment portfolio, and production of revenue neutral workshops and conferences. All this was accomplished without increasing fees for sponsoring and participating organizations.

During Dr. Kimball's tenure, NAACLS has become a premier accreditation agency serving as a model to other organizations and agencies. Educational Standards for CLS/MT, CLT/MLT, HT/HTL, CG, and Phlebotomy were revised several times following public hearings. In addition, she guided the development of standards for clinical assistant, pathologist's assistant, and diagnostic molecular scientist programs.

Dr. Kimball planned for and authorized the use of electronic methods to facilitate communication with committees and programs. Computer upgrades occurred on a regular basis making possible a web site, telecommuting for staff, improved turnaround time for committees and board communications. This also reduced staff time allowing them to more easily handle new projects.

NAACLS' departure from the Committee on Allied Health Education and Accreditation (CAHEA) was achieved, and negotiations with the US Department of Education (USDE) resulted in governmental recognition. This involved development and writing of a Self-Study and defense before committees in Washington. Recognition was granted. NAACLS elected not to renew USDE recognition; therefore, negotiations for recognition were begun with the Council for Higher Education Accreditation (CHEA). Another Self-Study and defense in Washington resulted in full recognition by CHEA.

The Affiliated Professions Review Committee (APRC) was established following negotiations with the American Association of Pathologists'Assistants. Subsequently, an accreditation process was developed.

Dr. Kimball published many issues of the NAACLS News and Annual Report, revised multiple documents, planned meetings, negotiated for meeting sites, planned and facilitated three national meetings which resulted in publications and reports. She coordinated two futures conferences, a 25th anniversary celebration, and an invitational stakeholder meeting to develop standards for doctorate level education. In addition to this, she found time to counsel program directors and students each day.

Her own professional activities added immensely to NAACLS' prestige and involvement in accreditation. Dr. Kimball was elected to the Board of Directors of the Association of Specialized and Professional Accreditors (ASPA) and served as Treasurer for two terms and as Board Chair for two terms. She initiated enhanced collaboration between deans of the Association of Schools of Allied Health Professions (ASAHP) and accreditors of allied health programs. ASAHP awarded her the status of Fellow and presented her the President's Award in 2004.

Dr. Kimball was invited to serve multiple terms as an accreditation CEO on the six-member CHEA Panel of Specialized Accreditors. She also assisted in developing CHEA workshops and initiated discussion about potential research collaboration between CHEA and ASPA. While attending international meetings she delivered presentations related to NAACLS' accreditation processes.

Her individual membership in CLMA, ASCLS, ASCP, and National Network of Health Career Programs in Two Year Colleges (NN2) guaranteed a presence and involvement for NAACLS at meetings of these organizations.

NAACLS gratefully acknowledges Dr. Kimball's 13 years of outstanding service and contributions when she guided NAACLS to the status of "the premier agency for accreditation and approval in the clinical laboratory sciences." We wish her well.
