In September 2006, the NAACLS Board of Directors voted to merge the Clinical Laboratory Science Programs Review Committee (CLSPRC) and the Affiliated Professions Review Committee (APRC) into one committee, the Review Committee for Accredited Programs (RCAP). The CLSPRC currently reviews accredited CLS/MT, CLT/MLT, Cytogenetic Technologist, Diagnostic Molecular Scientist, Histotechnologist and Histotechnician programs. The APRC currently reviews accredited Pathologists' Assistant programs. Both of these committees conduct their reviews and make recommendations for accreditation awards to the Board of Directors by following NAACLS' accreditation procedures. The same NAACLS accreditation procedures will continue to be used by the RCAP. The change will occur in July 2007 following the regularly scheduled CLSPRC and APRC meetings.

The Programs Approval Review Committee (PARC), which is the body that reviews Phlebotomist and Clinical Assistant programs for approval, is not affected by this change, and remains a separate committee.

The accreditation process includes a self study and a site visit while the approval process includes a self study but does not require a site visit. By merging CLSPRC and APRC into the new RCAP, all non-doctoral accreditation recommendations will now be decided by one committee, RCAP, and all approval recommendations by PARC. This will encourage decision-making consistency.

Current members of the CLSPRC and APRC will be asked to continue their terms on the RCAP, allowing us to transition to our new structure will the guidance of an experienced group of excellent and highly valued volunteers. Several new members will be added to the RCAP's composition. Two new members will represent the growing field of Diagnostic Molecular Science. Because the majority of the programs that will be reviewed by the RCAP are Clinical Laboratory Scientist/Medical Technologist and Clinical Laboratory Technician/Medical Laboratory Technician programs, each of those levels will be represented by five members. Each of the other professions (Cytogenetic Technology, Pathologists' Assistants and Histology) will be represented by at least two representatives. Finally, the RCAP composition will include two administrators, one each from four- and two-year institutions, and two pathologists, one each with anatomic and clinical expertise.

Lastly, NAACLS will be adding a new committee! We are ready to accept Initial Program Applications now that the Standards for CLS Doctorate Programs are approved. An as yet unnamed committee will be formed with the charge of reviewing these programs. The NAACLS Board of Directors President will appoint three members to this initial review committee - a doctorally prepared NAACLS program director with graduate education experience, a doctorally prepared laboratory practitioner, and a Dean from an institution offering doctoral level programs. Other members, such as a provost from an institution offering a NAACLS-accredited program, may be added at a later date.

To program directors, faculty and education administrators, this transition should seem seamless. The only overt difference will the use of "RCAP" in correspondence from NAACLS in places where you may be used to seeing "CLSPRC" or "APRC." On a long-term basis, we hope that you will notice additional benefits of increased collegiality among the professions, improved standardization of review processes, synergistic use of resources, and enhanced corroboration of best practices.
