Changes in Temporary Program Director Categories
Affiliation Agreement Documentation
by Gwen James Oriaikhi
Accreditation Specialist
The NAACLS Board of Directors adopted two proposals at its April 13, 2007 meeting. One proposal affects the approval categories for temporary program director status and will further assist programs by providing an extension, if necessary, to accommodate the search for a qualified program director. The other proposal affects the amount of documentation required when notifying NAACLS of the addition of a new clinical or academic affiliate.

Temporary Categories for Program Directors

Several temporary categories have been available to programs faced with the sudden departure of a program director. In addition to the normal hiring of a Program Director, previously available options were Acting, Interim and Special Program Director with Consultant status, which were non-renewable and approved for a maximum of one year. Effective immediately, these three categories have been replaced with two categories: "Acting Program Director" and "Program Supervisor with Consultant." These categories are available to Continuing programs only, and upon expiration of the temporary status, a candidate will not be approved in another temporary category.

Acting Program Director Status

Acting Program Director status will be considered for a person who meets the certification criteria in Standard 5. This individual will have at least two years of laboratory and education experience in an appropriate level clinical laboratory science program and must be able to achieve all qualifications for program director within 12 months.

Program Supervisor and Consultant Status

Program Supervisor status will be considered for a person who meets the certification criteria in Standard 5 and has less than two years of laboratory and education experience. Approval for this category requires that the individual have at least one year of laboratory or education experience in an appropriate level clinical laboratory science program. To be considered for Program Supervisor status, a fully qualified Consultant must also serve with the Program Supervisor. The Consultant must meet all of the qualifications of the program director as defined by the Standards, and is required to be on-site at least once a month and in touch with the program as often as necessary. The Consultant must also be approved by NAACLS.

Both categories are approved for one year, and the following items must be submitted:

1. A Program Official Approval Form. Individuals applying for Consultant status must also submit this form.
2. A brief narrative that gives the reason for requesting temporary status.
3. A narrative describing the plan for achieving the qualifications for Program Director within one year.

A maximum of one extension may
be approved by the review committee for up to six months. Requests for extensions must include:

1. A narrative with supporting documentation describing the reason(s) why the previous plan did not succeed.
2. A narrative describing the plan for complying with Standard 5 within six months.
3. Documentation of Program Evaluation Standards 18-21.
4. An updated Program Official Approval Form.

Failure to comply with Standard 5 after this extension will result in probationary accreditation status for the program.

Documentation for New Affiliates

A New Affiliate Checklist has been created and will replace the requirement of submitting copies of the affiliation agreement and clinical facility fact sheet when notifying NAACLS of the addition of a new affiliate. The New Affiliate Checklist
is available for download from the NAACLS website at: www.naacls.org/search/docs.asp. Click on Change Document and select New Affiliate Checklist. If you are unable to access the document via the website, please call (773) 714-8880, and staff would be happy to email a copy to you. The checklist must be completed, signed and returned to NAACLS at least 30 days prior to placing a student at the affiliate.

We hope our efforts to decrease the amount of paperwork involved in adding new affiliates will let programs help NAACLS maintain an accurate list of active affiliates for our records. Programs must still include the necessary documentation for all active affiliates in the Self-Study Report.
