Coordinating Council on the Clinical Laboratory Workforce (CCCLW)
Working Collaboratively to Address the Workforce Shortage

The Coordinating Council on the Clinical Laboratory Workforce (CCCLW) is a
coalition of clinical laboratory organizations, governmental and regulatory
agencies, and industry partners. The CCCLW developed as a result of a summit
that was held in June, 2000. The summit was organized by the American Society
for Clinical Laboratory Science (ASCLS) to address the growing clinical
laboratory personnel shortage and to share and coordinate the efforts of all the
participating organizations. Attendees worked to identify the issues impacting
the shortage of laboratory personnel and recognized that to begin to address
these issues would require an on-going and collaborative effort.
The members of the CCCLW, which represent over twenty member organizations
including NAACLS continue to believe that the laboratory industry has a broader
and greater impact working collectively. In addition, organizations and agencies
from which we seek support only have to work with a single entity thus
facilitating communication and collaboration.
A number of accomplishments have occurred as a result of the efforts of the
CCCLW. Data collection has been facilitated by the American Society for Clinical
Pathology (ASCP) and has focused on the ASCP Wage and Vacancy Survey as well as
other surveys conducted by trade magazines and state workforce initiatives. The
Council has recognized that one barrier to accurate data collection is the lack
of state personnel licensure for clinical laboratory personnel. Without
licensure it is difficult to even identify how many qualified laboratory
personnel exist.
The ASCLS facilitated a recruitment initiative which included the development of
a "Career Toolkit" that includes a variety of recruitment materials and
strategies. The Toolkit list is available on the ASCLS website at http://www.ascls.org/career/toolkit.asp.
NAACLS facilitated the financing education initiative by compiling a list of
available scholarship and tuition reimbursement opportunities available to
students enrolled in clinical laboratory programs. This information is available
on the NAACLS website at http://www.naacls.org/student-center/scholarships.asp.
In addition, the CCCLW partnership with industry has resulted in Dade Behring
generously providing $300,000/year in scholarship support for students enrolled
in CLS/MT and CLT/MLT Programs - a $1.25M commitment through 2008!
Dr. Dianne Cearlock, NAACLS' CEO, organized a very insightful session for the
CCCLW regarding what pharmacy has done to develop visibility and increase
prominence in healthcare. CCCLW members strive to adapt successful strategies
from pharmacy and other healthcare professions to enhance the professional image
of the clinical laboratory workforce.

CCCLW Website Development
At the August meeting of the CCCLW, members in attendance agreed that it was
time to examine anew the goals of the CCCLW and re-confirm the commitment of
member organizations. We agreed there continues to be a need for stakeholders in
the profession to work together to more efficiently and effectively develop and
implement strategies to address the worsening workforce shortage. To that end, a
Strategic Planning Session is being planned for early January, 2008. The goals
of the Strategic Planning Session include reviewing and revising the Mission and
Vision of the CCCLW, developing a strategy for accomplishing the Vision, and
assigning ownership for elements of the strategy with specific timelines. The
target outcomes will be:

A document that describes the Mission, Vision, and Strategies for the CCCLW;

A revised organizational structure that will facilitate the Mission, Vision, and
Strategies;

Acceptance by each participating organization's Board of Directors of the
finished document;

A commitment from each participating organization on the role its leaders intend
to play in implementing the strategies.
