NAACLS Participates in CCCLW Strategic Planning Conference
by Paula Garrott, EdM, CLS(NCA)
ASCLS Representative to NAACLS Board of Directors

The Coordinating Council on the Clinical Laboratory Workforce (CCCLW) held a strategic planning session January 22-23, 2008 in Chicago, Illinois. Twenty-eight individuals representing 14 organizations participated in the planning session led by professional facilitator, John Bourke. Dianne Cearlock, CEO, and Cheryl Caskey, President, represented NAACLS at this important conference. In addition, Paula Garrott, Member of the NAACLS Board of Directors, participated as the Chair of the CCCLW.

The strategic planning session was guided by the following focus question: "How will the CCCLW focus our collective efforts to:

  • increase the number of qualified practitioners;
  • increase healthcare and public awareness of our value in achieving positive patient outcomes;
  • contribute to our reputation as a forum for key workforce issues?"
The meeting involved brainstorming and large and small group work to identify industry trends, articulate and document a practical vision, identify any underlying contradictions, and develop possible actions and strategic directions. Although the brainstorming sessions resulted in many assumptions and ideas that did not receive consensus from the group, consensus was reached on the following key vision elements:
1. Enhanced community awareness and professional prestige.
2. Improved total rewards.
3. Established and uniform credentials and levels of practice.
4. Defined career advancement.
5. Unified voice.
6. Expanded collaborative and consultative roles for practitioners.
7. Optimized recruitment and retention.

Based on these seven elements of the CCCLW vision, the following four strategic action directions were identified:
1. Driving the business case internally and externally.
2. Improving our professional profile.
3. Aligning the scope of practice.
4. Creating effective recruitment and retention.

Participants then self-selected into one of these four strategic action workgroups and identified key action areas. Each group then developed a five quarter strategic planning implementation calendar that included action items to be completed in each quarter.

Since the strategic planning session, all four workgroups have submitted implementation worksheets for the first quarter implementation calendar. The team leaders of each of the workgroups, along with the team coordinator participated in a conference call February 14, 2008 facilitated by John Bourke. Another conference call is scheduled for February 26, 2008. The strategic plan implementation relies heavily on the continued engagement of each organization and the strategic action workgroups.

The next meeting of the CCCLW is scheduled for March 10th. The meeting agenda will include identification of the best mechanism to assure the commitment of the member organizations to the CCCLW and the strategic plan, development of a more formalized organization and structure to facilitate continued implementation of the strategic directions, and updates from each of the workgroups.

NAACLS has been involved since the inception of the CCCLW and continues to play a vital role in providing information regarding accredited programs and numbers of graduates. The NAACLS strategic plan includes goals that coalesce with the CCCLW strategic directions enhancing collaboration.
